Head of Finance

Overview

This role leads the Finance Unit within UNOPS Myanmar, responsible for financial services delivery and ensuring financial integrity. The position also serves as Deputy to the Head of Support Services.

Key Responsibilities

• Provide strategic and technical advice on financial matters to senior management and projects.
• Ensure adequate financial controls are in place and develop financial management SOPs.
• Manage budgets, prepare financial reports for funding sources, and oversee accounts.
• Lead monthly, quarterly, and annual financial closure activities and manage audits.
• Develop internal capacity in financial accounting and conduct training.
• Act as Deputy to the Head of Support Services, ensuring operational continuity.
• Lead and oversee the Finance Unit, setting objectives and performance standards.
• Manage cash-flow mechanisms, internal controls, and risk management.
• Assess and recommend changes to financial services and team structure.
• Attract, retain, and develop talent within the Finance Unit.

Required Experience

• Bachelor’s degree with 9 years of relevant experience OR Master’s degree with 7 years of relevant experience.
• Relevant experience includes financial management, budget management, and accounting.
• Minimum 2 years of experience in supervising and managing teams.
• Knowledge of international accounting and financial reporting standards.
• Experience in another functional area in operations such as HR, procurement, and general administration.

Qualifications

• Bachelor’s degree (or equivalent) in Business Administration, Finance, Accounting or a related discipline OR Master’s degree (or equivalent) in Business Administration, Finance, Accounting or a related discipline.
• Certification as a Certified Public Accountant (CPA), Chartered Accountant (CA) or equivalent is highly desired.
