ICT Manager

Overview

The ICT Manager will pilot the IT portfolio for a program focused on digitalization of public services and modernization of technological infrastructures related to trade, transport, and industry.

Key Responsibilities

• Develop, finalize, and update the project implementation plan.
• Implement the approved plan, including establishing milestones.
• Integrate sustainability dimensions throughout the project lifecycle.
• Manage the production of required deliverables, assuming responsibility for overall progress and resource utilization.
• Ensure the quality of work packages and deliverables conforms to defined quality requirements.
• Liaise with external vendors or account managers to ensure quality and timely delivery of results.
• Manage the receipt and delivery of work packages.
• Track project progress, control deviations, and manage changes.
• Identify, anticipate, and advise management on risk mitigation measures.
• Identify and report potential opportunities for UNOPS.
• Provide technical direction, leadership, and daily supervision to the IT team and consultants.
• Define individual objectives, distribute workloads, and regularly evaluate team performance.
• Foster an inclusive, motivating work environment focused on well-being, equity, and diversity.
• Identify competency needs, plan capacity building, and support team professional development.
• Coordinate recruitment, onboarding, and management of external IT experts/consultants.
• Comply with organizational policies and standards and ensure project information is updated in management systems.
• Ensure compliance with local laws, technical standards, and international ICT and cybersecurity standards.
• Prepare and adapt relevant plans for project board approval and manage baselines.
• Keep project documentation up-to-date for audit facilitation.
• Support project audit activities and follow up on recommendations.
• Integrate a results framework and monitoring and evaluation (M&E) plan.
• Prepare and publish regular progress and financial reports.
• Review project status and evaluate performance criteria (scope, cost, schedule, and quality).
• Maintain logbooks and perform routine analysis of delivery data via dashboards.
• Collaborate with internal stakeholders to ensure projects meet audit requirements.
• Collaborate with procurement staff for effective interface with supplier quality systems.
• Coordinate quality reviews of project documents and deliverables.
• Ensure quality control of management deliverables.
• Encourage knowledge sharing, feedback, and continuous learning within the team.
• Document and disseminate lessons learned and best practices in public sector digital transformation.
• Stay informed of the latest technological advancements and contribute to continuous improvement of organizational processes.

Required Experience

• A minimum of five (5) years of professional experience in IT/digitalization projects is required.
• Proven experience in change management or change leadership is required.
• Operational experience in cohabitation, interfacing, or migration between new and existing systems operated by concession operators (public-private partnerships in the port, customs, or logistics sector) is desirable.
• Experience in managing information systems consulting services, or in developing and implementing ICT training and capacity building programs is an asset.

Qualifications

• Obligatory: An advanced university degree (Master’s or equivalent) in project management, business administration (MBA), engineering, information technology, or another relevant discipline is required.
• A first university degree (Bachelor’s or equivalent) in project management, business administration, engineering, information technology, or another relevant discipline, combined with two (2) additional years of relevant professional experience, may be accepted in lieu of an advanced university degree.
• Desirable: Further specialized training in one of the following areas is an asset: trade facilitation, customs and international trade taxation, public sector digital transformation, information systems governance, or cybersecurity.
• A relevant combination of academic titles, recognized professional sector certifications (project management, ITIL, cybersecurity), and substantial qualifying experience may also be considered.
