Senior Mining Specialist

Overview

The Senior Mining Specialist will contribute to the design and implementation of World Bank operations and knowledge activities in the metals and minerals sector, primarily in Guinea and West Africa. The role involves leading dialogue on the mining sector, providing expert advice to governments, and partnering on joint initiatives.

Key Responsibilities

• Lead the dialogue on the mining sector in the Republic of Guinea (Guinea) on behalf of the WBG.
• Maintain dialogue and external relationships with Government of Guinea and other sector stakeholders.
• Lead early preparation amongst a multi-sectoral team to design comprehensive sector assistance.
• Provide cross-support to WBG teams across the Simandou corridor and other mineral development initiatives.
• Provide supervision over the Guinea Natural Resources, Mining and Environmental Management Project’s mining component.
• Partner with other WBG teams on joint initiatives with industry, government, NGOs, and regional institutions.
• Serve as the region-based senior specialist and contribute to the implementation of WBG’s M&M Global Strategy.
• Provide expert policy and technical advice to governments in the wider region.
• Advise governments on policy, fiscal, institutional and regulatory frameworks for mineral development, processing, governance, negotiations, national economic and infrastructure linkages, and mine closures.
• Collaborate with WBG global and regional teams and lead related policy advisory or “upstream” work.
• Lead technical discussions across various thematic areas relevant to mining sector development.
• Monitor and follow up on ongoing World Bank-supported initiatives related to the impact mitigation hierarchy, environmental, social, and governance (ESG) standards, and carbon markets.
• Advise on mining sector alignment with country-level ESG commitments.
• Participate in and lead policy dialogue and reform processes in the mining sector.
• Lead analytical work that informs strategic planning and territorial development in key mining regions.
• Contribute to the integration of infrastructure planning as a key consideration of mineral development.
• Lead the development of investment-related platforms and initiatives in collaboration with national and regional partners.

Required Experience

• Minimum of 8 years of relevant professional experience (with experience in Africa but ideally not limited to Africa).
• Significant experience in mining sector policy, regulation, and institutional reform, ideally combined with exposure to large‑scale mining investments and transactions gained in the private sector.
• Demonstrated track record and knowledge of mineral regulatory and institutional frameworks; taxation; sector governance; exploration and development; mining and mineral processing; environmental and social protection; local content; community and gender linkages and mine closure.
• Results-oriented approach and proven problem-solving skills.
• Ability to deal sensitively in multicultural environments and build effective working relations with a range of constituencies.
• Demonstrated ability to coordinate complex, multi‑country programs and work effectively across WBG (or similar matrix organization institutions) and cross-sectorial.
• Ability and willingness to coach, mentor and develop less experienced team members and consultants and share knowledge with non-sector colleagues.
• Significant experience in the West Africa region would be a plus.
• Knowledge of the other various infrastructure core sectors (power, energy, transportation, utilities) and/or experience in financial advisory will be a plus.

Qualifications

Minimum of a master’s degree or higher in mining, engineering, geology, public policy, economics, management or a related discipline.
