Programme Policy Officer (Monitoring & Evaluation)
Overview
The Programme Policy Officer (Monitoring & Evaluation) will co-manage WFP’s M&E workstream, undertake analytical work, and support programme work and policy advocacy activities. The role ensures robust monitoring, review, and evaluation plans are developed to generate quality evidence and inform policy, strategy, and programme design and implementation.
Key Responsibilities
- Support the Head of RAM in the development and implementation of monitoring, evaluation, and learning workstreams.
- Coordinate with the Programme Unit to ensure M&E systems are in place and effectively implemented.
- Facilitate the development of systems and tools for monitoring and assessing food assistance needs.
- Coordinate data gathering and implementation of monitoring systems, ensuring quality standards.
- Lead the analysis of data generated from assessments and surveys using SPSS and other analytical software.
- Ensure data readiness for M&E bulletins, donor reports, and annual country reports.
- Undertake capacity-strengthening work for WFP staff and government partners in M&E.
- Support the VAM Officer in conducting food security and vulnerability analysis.
- Supervise M&E staff, acting as a point of referral and undertaking performance assessments.
- Represent WFP in coordination meetings with partners.
- Act in an assigned emergency response capacity, as required.
Required Experience
Minimum of one (1) year of professional experience with a master’s degree, or three (3) years of relevant professional experience with bachelor’s degree, in planning, programming, implementation, vulnerability analysis and mapping (VAM), and monitoring and evaluation of technical cooperation programmes related to food and nutrition security. Background and familiarity with emergency operations and an understanding of food security and nutrition issues in the country, regional (Asia), and the global context are highly preferred.
Qualifications
Advanced university degree (Master’s or equivalent) in economics, food security, statistics, data science, public health/nutrition, geography, or another related field. A first-level university degree (Bachelor’s degree) in a relevant field with additional years of work experience and/or specialized training, may be considered in lieu of an advanced university degree.
