Information Systems Officer, P3
Overview
The Information Systems Officer will manage projects involving systems analysis, design, development, and implementation of new systems, and provide specialized advice to users. The role involves maintaining, upgrading, and enhancing existing systems, as well as troubleshooting and providing user support.
Key Responsibilities
- Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems.
- Develops detailed system and other functional specifications and user documentation for major systems.
- Provides specialized advice to users, analyzing users’ requirements and translating these into new applications; determines application systems integration and linkage issues.
- Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.
- Develops and maintains computer programs that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues.
- Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing.
- Develops training materials, operating and user manuals; trains staff in assigned systems.
- Researches, analyzes and evaluates new technologies and makes recommendations for their deployment.
- Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc.
- Facilitates communications between OICT/ESS and its clients for good client relations. Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and ESS, for either specific IT services or general technology support, including any charge back mechanisms.
- Handles all aspects of contract administration including establishment of service level agreements with vendors and chargeback policy for users.
- Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Provides guidance to, and may supervise, new/junior staff, consultants, etc.
- Performs other related duties, as assigned.
Required Experience
A minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems is required. A minimum of five years of experience supporting software needs of UN peacekeeping operations, special political missions, humanitarian operations, or other complex field-based international organizations is required. A minimum of four years of experience managing a team responsible for designing, developing, and delivering software solutions like custom ERP and custom CRM, including responsibility for building and scaling software engineering team is required. A minimum of four years of experience in the design and architecture of complex and scalable software solutions for more than 30,000 users across different geographical locations is required. A minimum of three years of hands-on experience with the following software development technologies: C# / .Net Core, React, to build REST API services and web front ends, is required. A minimum of three years of experience preparing technical proposals, including SLAs and cost estimates, for potential clients is required.
Qualifications
Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
