Shelter and WASH Technical Officer Somalia Jowhar ( National Role)

Overview

Lead technical assessments, engineering design, and construction supervision of Shelter/WASH infrastructure projects. Develop and apply innovative, cost-effective, climate-resilient, and flood-adaptive engineering solutions.

Key Responsibilities

• Lead technical assessments, engineering design, and construction supervision of Shelter/WASH infrastructure projects.
• Develop and apply innovative, cost-effective, climate-resilient, and flood-adaptive engineering solutions.
• Contribute to project reporting requirements.
• Ensure the timely delivery of quality construction, drilling, and rehabilitation works.
• Lead technical planning, site investigations, surveys, and infrastructure design activities.
• Participate in procurement and tender processes for civil works and drilling services.
• Prepare and manage tender and contract documentation.
• Prepare as-built drawings, completion certificates, and project handover documentation.
• Provide day-to-day technical supervision of construction, drilling, and water system installation activities.
• Ensure the timely procurement, delivery, and quality control of construction materials, drilling equipment, and water system components.
• Support the expansion, development, and management of NRC’s Shelter/WASH infrastructure portfolio.
• Represent NRC in technical coordination forums.
• Build the capacity of assistants, Clerks of Works, contractors, and community members.
• Prepare and submit technical progress reports.
• Maintain comprehensive technical project documentation.
• Ensure continuous documentation of project progress.
• Monitor and evaluate infrastructure activities.
• Prepare monthly cash flow and payment forecasts.
• Verify the quality and completion of civil works and drilling activities.
• Conduct site assessments and settlement or market layout planning exercises.

Required Experience

• Minimum of 3 years relevant work experience in WASH and Shelter projects in a humanitarian/recovery context.
• Experience in implementing integrated WASH activities (both software and hardware).
• Previous experience working in complex and volatile contexts.
• Proven and documented results related to the position’s responsibilities.
• Knowledge of AutoCAD, WaterCAD, or any civil works design software is highly desirable.
• Knowledge of the context in SC Somalia.
• Knowledge of the Jowhar/Middle Shabelle context.
• Knowledge and hands-on experience in Shelter/WASH infrastructure, including hydraulic design, borehole drilling supervision, and water quality testing.
• Proficiency in AutoCAD/design software and Bills of Quantities (BOQ) preparation; experience with contractor management, start-up, or exit processes.

Qualifications

University degree in Water Engineering, Civil Engineering, Environmental or Hydrology.
