SECURITY INFORMATION ANALYST, P3

Overview

The Security Information Analyst is responsible for managing information relevant to security, including collection, collation, analysis, and dissemination, to support decision-making and planning for UN personnel, assets, and operations.

Key Responsibilities

• Contributes to the provision of advice on threats affecting the United Nations;
• Evaluates and coordinates security information requirements, collection, collation and dissemination of security threat information;
• Analyzes security information, identifies trends of threats and security incidents affecting United Nations system personnel, assets and operations in Gaza;
• Conducts trend analysis, gathers comprehensive information on all factors of insecurity, assesses the relevance and validity of security information and the reliability of information resources;
• Assists in the development of specific security risk assessments for individual UN programmes and activities in Gaza, or in preparation of rapid threat and risk assessments;
• Contributes to the development of corresponding security advisories and recommendations on security operating procedures;
• Provides Gaza-focused security risk analysis, briefing materials and presentations on security matters;
• Conducts and coordinates research on specific threat factors, support activities of the Crisis Management Team in response to specific security incidents;
• Maintains effective communication channels with security authorities and other relevant Amman and Gaza-based interlocutors;
• Drafts and coordinates timely dissemination of security threat information to senior leadership, security personnel;
• Drafts reports on analyses of security incidents affecting United Nations system personnel, assets and operations;
• Contributes to the development of regional threat assessments in coordination with Chief SIOC, Principal Security Adviser or equivalent in Amman and neighboring countries;
• Collaborate closely with other Security Information Analyst(s) based in Amman and IOPT on SIOC monitoring, reporting and assessment deliverables.
• Collects and analyses data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
• Supports information sharing and provision of analytical briefings to Gaza and Amman-based Saving Lives Together partner organizations and other INGOs, as well as the diplomatic community to enhance active collaboration and consultation.
• Contributes to the tailoring of the Safe and Secure Approaches in Field Environments (SSAFE) training, delivered in Amman, to ensure alignment with Gaza security context.
• Performs other duties as directed by the PSA and Chief SIOC.

Required Experience

A minimum of five years of progressively responsible experience in security information analysis or security management with a military, police, state, or international organization is required. Experience, in the last three years, in contributing to design and planning of risk mitigation strategies, including area security plans, Standard Operating Practices, or security risk management (SRM) for humanitarian operations is required. Experience, in the last three years, with the humanitarian response in Gaza is required. Experience with conducting risk analysis and providing assessments of conflict dynamics in Gaza is required. Experience in substantive engagement, information-sharing and/or coordination and liaison with the United Nations or similar international organization and International Non-Governmental Organization (INGO) in Gaza, is desirable. Experience maintaining and coordinating a database and digital archives and production of data-driven security incident reporting is desirable.

Qualifications

An advanced university degree (Master's degree or equivalent) in security management, information management, communication science and technology or political/social science or international relations with focus on security information management. A first-level university degree in combination with two additional years of qualifying experience in military, police or security information management may be accepted in lieu of the advanced university degree.
