Overview

The Monitoring and Evaluation Specialist will contribute to the design and implementation of results frameworks and M&E systems to support FRLD’s operations, including annual results reporting. A strong emphasis is placed on knowledge management and organizational learning.


Key Responsibilities
  • Contribute to the implementation of the FRLD results measurement framework, RMF handbook, MEL Policy, Strategic Learning Framework, Knowledge Management, Evaluation System and Approach - and related guidance documents, as needed.
  • Coordinate the design, development, and continuous improvement of a web-based results management system to support data-driven decision-making and institutional learning (in coordination with the portfolio management system).
  • Contribute to the results reports that synthesize achievements, lessons learned, and areas for improvement across projects and programs.
  • Coordinate the development and dissemination of M&E and knowledge products, including tools, templates, guidelines, and case studies that promote institutional learning and good practices.
  • Promote a learning-oriented culture by designing and facilitating knowledge-sharing events, learning reviews, and reflection workshops.
  • Collaborate with internal teams and external partners to generate, curate, and disseminate knowledge products on emerging topics related to loss and damage.
  • Provide M&E guidance to access agencies and client countries to strengthen results orientation in funding requests and projects.
  • Oversee the review of funding requests of projects and programs to ensure the technical robustness of M&E requirements, including completeness, methodological soundness, and full compliance with the Fund’s Results Framework and related policies.
  • Work closely with FRLD REAL team program manager to ensure M&E frameworks and learning objectives are consistently integrated across all levels of programming.
  • Support country-level capacity to design, manage, and use M&E systems for planning, implementation, and adaptive management.
  • Develop and implement a dissemination strategy for evaluation and learning products tailored to multiple audiences.
  • Prepare briefs, results narratives, impact stories, presentations, and knowledge summaries etc. for FRLD leadership and stakeholders to inform decision-making and strategic planning.
  • Provide logistical and substantive support in organizing results related workshops, consultations, and knowledge-sharing sessions with stakeholders.
Required Experience

At least 5 years of relevant experience in the development, implementation, and management of monitoring and evaluation (M&E) systems. Preferably with a strong background in climate change / loss and damage at global, national, or sub-national program levels. Comprehensive understanding and experience in M&E systems development, policies, procedures, and practices within united nation agencies, bilateral or multilateral climate funds or organizations. Demonstrated experience in qualitative and quantitative MEL methods – and in the implementation of monitoring climate change, environmental and/or loss and damage projects/ programs. Proven ability to effectively contribute to task teams responsible for producing major reports, analytics and studies.

Qualifications

Master’s degree in Monitoring and Evaluation, Climate Change/Environment, or other relevant social or natural science fields.
